(4) Finally we propose to substitute for para-

graph 10 of the draft, a puristuph which contemplates

the summoning of a fresh Conference in the event of

difficulties arising (with special reference to para-

graph 9 as amended) in regard to the putting into

force of the Convention as a whole or of the laws,

regulations and other measures specifically contem-

plated theruby.

Wo think that these amendmente will sufficiently

meet your views and those of the Board of Trade ab

already comunicated to us on the matters wo have been

discussing, and that if they be substantially accepted

there will be no objection to following the general

course of procecurs incicated in the draft of the

Comité de Rédaction. Also that this course presents

material advantages in coping with the difficulties of
